Good question. You can find a lot of contests on the internet, but how do you tell if they're legit? Some might say you pays your money and you takes your chance, but there are some ways to tell. First off, many of the "regular" writing sites offer annual contests. And many of the print magazines like the Atlantic Monthly and Zoetrope have contests (tough competition).
Other than that, I'd just take a look at their web site. See if it looks legit. And the entry fee (if any) should be low. Some of the contests sites are just in it for the money, taking advantage of writers who are desperate to get recognized.
PS And don't forget the Bulwer-Lytton start-of-bad-fiction contest. A lot of fun.
