He IS a monster, but he is not alone. Is it simply the way the police do things in America now. Those who are in charge tell the police what to do and they do it. No questions asked. No one is allowed to do anything that might upset the status quo. Pepper spraying students who are just sitting on the grass? Why not? The students didn't follow orders to not sit on the grass, therefore they are criminals. Quick and strong aggression is the way the police are now trained to deal with anyone who does follow their orders. The pepper sprayer was just following orders. He must follow orders or be an outcast among his peers. Therefore, yes, he is a monster. He is a monster created by the system, a system of ever growing police power and systematic oppression of dissent. The police are no longer servants of the people. They now see themselves like lions tamers who have to use quick and aggressive force to keep us troublesome animals in line.
