It is not true. It was a middle-of-the night tweet rant based on some fake news he saw somewhere. Some of his paid surrogates have tried to obfuscate the issue by saying "wiretapping" just meant some kind of surveillance. But Trump did not just say "wiretapping." He said "Obama tapped my phones." All of the relevant authorities have said that absolutely did not happen and could not have happened.
