No direct experience, and it's hard to find any information about her because she doesn't have a web site, and that is unusual these days. In fact, she only has an AOL email address (Sirene35@aol.com).
However, her office is in the "right" location, in the same New York neighborhood as a lot of the other top agents. In fact, she is in the same building as the Richard Henshaw Group.
You can find some of the writers she has represented by doing a Google search of "irene skolnick literary agency represented." Maybe you can contact them to see what they think of her.
